Chhattisgarh Announces Interest-Free Loans to Students in Maoist-Hit Areas

Chhattisgarh introduces interest-free loans for students in Maoist-affected areas, enabling access to technical and vocational higher education. The initiative targets economically weaker families, aiming to uplift and empower communities through education.

Salient Features: In one big step for education and upliftment of economically weaker sections in Maoist-affected areas, the Chhattisgarh government announces an interest-free loan scheme for students pursuing higher technical and vocational education. This move initiated by Chief Minister Vishnu Dev Sai ensures that the students of these regions also get quality education without having heavy finances burden on their heads.

A Step Towards Empowerment

Deputy Chief Minister Vijay Sharma has just announced that the Technical Education Department will be the nodal department which is entrusted with the responsibility of implementing Chief Minister Higher Education Loan Interest Subsidy Scheme, part of wide-ranging efforts by the state to combat the socio-economic challenges of the residents in these areas, which have remained under the shadow of Maoist insurgency since long.

This initiative has come as part of the larger crusade undertaken by Chief Minister Sai to ensure maximum beneficiaries in these regions. This comes in the immediate wake of the commitment by Union Home Minister Amit Shah on eradicating Naxalism and ushering in much-needed development in regions like Bastar. The Chhattisgarh government is making all efforts to harness education as a means of ensuring empowerment so that long-term stability and growth come about in these affected regions.

Details of the Loan Scheme

The Chief Minister Higher Education Loan Interest Subsidy Scheme has covered 35 technical and vocational courses, including diplomas, undergraduate, and postgraduate degrees. The maximum loan amount available under the scheme is Rs 4 lakh. For the interest-free loan, students have to fulfill certain criteria of the following nature:

– Residency: Applicants must be permanent residents of Chhattisgarh.

– Income: The applicant’s family income should not be more than Rs 2 lakh per annum.

– Course Enrollment:  The students are necessarily enrolled in government-recognized technical or vocational courses.

– **Regular Repayment**: Availing students have to repay the loan installments regularly. If the student leaves the course midway or gets terminated, he or she will forfeit his or her eligibility to get the interest subsidy. However, in the case of a medical interruption, a moratorium of one year is allowed without losing the eligibility.

While extending the scheme, students from the following 16 Maoist-affected districts will be benefited: Bastar, Bijapur, South Bastar Dantewada, Jashpur, North Bastar Kanker, Korea, Narayanpur, Rajnandgaon, Surguja, Dhamtari, Mahasamund, Gariaband, Balod, Sukma, Kondagaon, and Balrampur through interest-free loans.

Extending the Scheme

Chief Minister Sai has also issued directions to extend the benefit of 1 percent interest loan facility to the students of economically weaker families of other districts of Chhattisgarh as well. For beneficiaries under this scheme, the remaining interest subsidy shall be borne by the state government, which shall be directly paid to the banks.

Course Eligibility

The scheme shall cover a wide range of courses, that comprises:

– Engineering and Technology: BE/BTech, ME, MTech, Agricultural Engineering

– Medical and Health Sciences: MBBS, BDS, MDS, BSc Nursing, BHMS, BAMS, BNYS, BUMS, BVSC

– Pharmacy: B Pharma, M Pharma, D Pharma

– Management and Computer Applications: MBA, MCA, PGDCA

– Education: BEd, DEd, MEd

– Vocational and Design: Interior Decoration and Design, Costume Design, Dress Making

The Government of Chhattisgarh is on a serious mission to bring educational opportunities to all, especially in the regions of Maoist violence.
