The Central Board of Secondary Education (CBSE) has issued a notification outlining the mandatory documents schools must submit when seeking affiliation with the board. This move comes in response to numerous requests from schools and stakeholders to streamline the affiliation process.

According to SARAS Manual 5.0, schools applying for fresh affiliation, upgradation, or extension must provide a comprehensive set of documents. Among these, the board has now emphasized the importance of land certificates and building safety certificates.

Land Certificate Requirements

  • Validity: The land certificate must be issued within one year of the application submission date.
  • Issuing Authority: The certificate should be obtained from a competent authority such as the District Magistrate, Additional District Magistrate, Sub-Divisional Magistrate, Tehsildar, Naib Tehsildar, Registrar, Sub-Registrar, or any equivalent body.
  • Special Cases: For schools operating on land allotted by urban development authorities, PSUs, or industrial development authorities, obtaining a land certificate may pose challenges. The CBSE has acknowledged this issue and is working to address it.

Building Safety Certificate Requirements

  • Details: The certificate must provide information about all building blocks on the school campus, including the number of floors in each building.
  • Issuing Authority: The certificate should be issued by an officer of the government works department who is at least an assistant engineer or above.

The CBSE’s decision to emphasize these documents is aimed at ensuring the safety and well-being of students. By requiring schools to provide proof of land ownership and building safety, the board can verify that the infrastructure meets necessary standards.

As the affiliation process continues, it is expected that the CBSE will further refine its guidelines to address any emerging challenges and ensure a smooth experience for schools seeking affiliation.
